HUD has already created a link for the calendar year (CY) 2018 Operating Subsidy for the Public Housing program. The webpage has undergone an update and may appear to be different, but the information is basically the same. There is not much new information available for 2018 as of yet, but they did post a link for new projects (AMPs) that have a subsidy tool waiting to be deployed or projects waiting on a PEL. So, if a PHA is expecting subsidy for a new AMP, then the PHA can check if the subsidy tool is ready.

This is a great opportunity to start gathering and verifying data for the 2018 subsidy calculation. Since HUD will be using Inventory Management System/Public and Indian Housing Center (IMS/PIC) to verify occupied units and approved vacancies, the PHA should review the data in IMS/PIC from July 1, 2016, through June 30, 2017, and make sure this data is accurate. If you have any unit vacancies, make sure they are reported correctly. HUD will fund certain vacant units such as modernization, litigation, market conditions, natural disaster, and casualty losses. HUD will also fund three types of special use units such as self-sufficiency, anti-crime, and resident organization offices.

The next type of information that can be gathered would be utility cost and consumption amounts for the same reporting period of July 1, 2016, to June 30, 2017. We would also recommend ensuring the consumption measurement is consistent with prior years. For example, if prior year’s water consumption was measured in gallons, and the water company switched to metric gallons, the PHA would have to convert back to gallons to maintain a consistent consumption amount when compared to the rolling base.
