10-Percent List 4 Tariffs Partially Delayed to December 15

On August 13, 2019, the U.S. Trade Representative (USTR) announced the next steps in the process of imposing an additional 10-percent Section 301 tariff (List 4) on approximately $300 billion worth of Chinese goods.
 
For products on List 4A, the 10-percent tariff will go into effect on September 1, 2019, as announced on August 1. Read more about the tariff here.
 
For products on List 4B, the 10-percent tariff will be delayed until December 15, 2019.  Products in this group include cell phones, laptop computers, video game consoles, certain toys, computer monitors, and certain items of footwear and clothing.
 
The USTR announcement indicates that certain products are being removed from the proposed List 4 originally released in May 2019 based on health, safety, national security and other factors and will not face the additional 10-percent tariff.
 
Further, USTR announced that an exclusion process will be forthcoming for products subject to the additional tariff.
