10-Percent List 4 Tariffs to Begin September 1

On August 1, 2019, President Trump announced that beginning in September, the U.S. will impose a 10-percent ad valorem Section 301 tariff (List 4) on virtually all the remaining $300 billion worth of goods imported from China that are not already subject to Section 301 tariffs on Lists 1 to 3. 
 
In May 2019, the U.S. Trade Representative (USTR) issued the proposed List 4 of 3,805 full and partial subheadings on which duties of up to 25 percent on all remaining Chinese-origin products could be imposed. The proposed list covers all apparel, footwear, and household products, among others, but excludes pharmaceuticals and certain pharmaceutical inputs, certain medical products, rare earth materials, and critical minerals. A final List 4 has not been issued by USTR but is expected to be released soon.
