Disaster Recovery Capabilities

When large numbers of residents are displaced due to a disaster, assisting communities with emergency sheltering and temporary housing solutions is critical to recovery.

The FEMA Individual Assistance (IA) program provides short-term housing assistance or emergency funds for necessary expenses (e.g., transportation, food, lodging) to displaced survivors after a storm or other disaster.

The FEMA Non-Congregate Sheltering (NCS) program allows state, local, tribal, and territorial governments to provide temporary shelter in non-traditional settings — such as hotels, motels, or dormitories — when congregate shelters are unsafe or impractical.

Local jurisdictions, cities, counties, private nonprofits, houses of worship, and tribal organizations can secure FEMA PA funding for emergency responses and long-term infrastructure repairs. BDO can work with key stakeholders to obtain funding or reimbursement for critical projects, achieving the greatest benefit for every dollar while maintaining transparency and compliance.

BDO can help design and implement an effective hazard mitigation program utilizing HMGP and other federal dollars through mixed-use funding streams and public-private partnerships. We have real-world practical knowledge and long experience to help navigate obstacles and deliver favorable outcomes.
