Lacy Lyons

Lacy works closely with state agencies and local jurisdictions to design, plan, implement, and oversee federally funded programs. Her experience includes program management, compliance monitoring, policy and process development, financial oversight, and regulatory compliance with federal and state requirements. She has supported large-scale recovery, housing, and public assistance initiatives, helping agencies establish operational frameworks, strengthen internal controls, and maintain compliance throughout the program lifecycle.

As project director for the Texas General Land Office’s FEMA Direct Housing Mission following Hurricane Harvey, Lacy developed the program strategy, project plan, and implementation approach to support the agency’s partnership with FEMA and ensure successful program delivery. She worked closely with agency leadership across multiple divisions to meet program objectives, maintain compliance with agency, state, and federal requirements, and prepare for internal and external audits and reviews. Her experience also includes overseeing program operations, monitoring performance and compliance metrics, coordinating stakeholder engagement, and supporting continuous process improvements to enhance accountability, efficiency, and stewardship of public funds.
