During her career, Shirley has also led initiatives relating to legislative and regulatory matters, working closely with state tax representatives on tax policy and procedures. She is a frequent speaker at state tax conferences and events, such as the California Tax Policy Conference, and has co-authored publications in various state tax publications. Shirley has earned a Juris Doctor and LL.M in Taxation. She is a California licensed attorney and Certified Public Accountant.
