Executive Summary

Samir is a Principal in Government Services at BDO, where he leads the project integration and implementation of the Community Development Block Grant Disaster Recovery and Mitigation programs in Puerto Rico, representing the largest CDBG DR and CDBG MIT allocation in United States history. In this role, he works closely with state and local governments to identify regulatory and operational barriers, address implementation bottlenecks and develop actionable strategies that enable compliant execution, accelerate delivery timelines, and ensure recovery and mitigation resources effectively reach the communities and populations intended to serve.

Samir, brings more than two decades of experience developing and leading transformative, federally funded programs across the federal, state and local levels. His background includes end to end program leadership in post disaster environments, overseeing complex operational structures, aligning technical and regulatory requirements while building, developing and leading high impact leaders and multidisciplinary teams responsible for delivering results in highly regulated settings.

He is a results-oriented leader and trusted advisor to his clients, recognized for his strong client service mindset and ability to guide complex, federally funded programs toward compliant execution and measurable outcomes.
