Neil Forbes

Neil is the national practice leader of BDO’s Government Services and Intelligence and Automation (IA) teams. Within Government Services, Neil collaborates closely with government clients throughout the United States and Puerto Rico. The Government Services team guides state and municipal clients through the intricacies of federally funded programs including natural disaster recovery, pandemic, and energy programs. 

Prior to joining BDO, Neil was the Managing Partner of HORNE’s Government Services and the I&A team. He led business strategy development, execution, and operations to deliver services in data analytics, machine learning, artificial intelligence, IT infrastructure, and business process automation. Additionally, he served as the Chair of the Board for HORNE.

Neil joined the firm in 2025, bringing his extensive management and consulting experience in overseeing campaign and political operations for both state and federal elections. Neil served eight years in the United States Army serving in Korea, the 82nd Airborne Division and the Virginia Army National Guard. He also spent three years with the Chesapeake Sheriff’s Office in Virginia.
