Executive Summary

Steven Hilton brings 40 years of professional experience as a certified public accountant, entrepreneur, and management consultant to clients in the public and private sectors. Since 1996 he has successfully founded, profitably operated, and sold two companies and divested a third.  
In 1999 Steven formed—and for the last 18 years has led—The Institute for Strategic Management Studies, one of two operating divisions in his consulting firm. Now merged into BDO Public Sector, LLC, the mission of the Institute is to foster excellence in government leadership and management decision-making through best practices research, articles, and executive seminars and workshops that focus on the disciplines, methods, and tools of strategic management. He and his colleagues personally conduct the research, author the articles, and facilitate the seminars and workshops. They also lead multi-year consulting engagements for many federal government client organizations.
Much of Steven’s consulting focus over the last two decades has been on serving full-cost-recovery federal working capital fund (WCF) business enterprises. He brings clients his deep knowledge of strategic and business planning, cost modeling, strategic pricing, and complex transitions from appropriated to non-appropriated full-cost-recovery business operations.
