Executive Summary

Noyan Tulmen has over 25 years of transfer pricing and international tax experience serving multinationals operating in diverse industries in the Southwest. He has served as transfer pricing lead in large outbound tax restructuring projects involving IP migration/cost sharing, principal/holding companies, supply chain realignments, jurisdiction-specific planning, as well as cash pooling and other intercompany financing arrangements. He has also served inbound clients of various sizes, from those just entering the U.S. market and establishing new entities to others re-evaluating their tax positions due to changes in their business models or engaging in M&A activities. 

Noyan has also been involved in state tax projects involving separate-reporting planning and formation of special purpose entities such as leasing companies. Noyan also led a large controversy portfolio consisting of U.S. and foreign audit support, competent authority applications, and APA projects. His economic and financial analyses have been used in litigation support and expert testimony. 

Prior to joining BDO, Noyan was the Dallas Transfer Pricing Leader for a Big Four accounting firm.
