Executive Summary

Neil F. Moran is a Managing Director in BDO’s Global Forensics practice with more than 40 years of experience in the private sector and the Federal Bureau of Investigation (FBI). He has overseen and participated in investigations involving securities fraud, corporate internal matters, court-ordered monitorships, fidelity bond claims and a number of misappropriations of funds cases. Recently, Neil was part of a team that investigated allegations of fraud involving an international humanitarian non-profit organization in Asia. He also recently managed a BDO team selected by the NYC Housing Preservation & Development to investigate maintenance increases and related expenses associated with a series of fuel spills at a large Mitchell Llama housing development.

Previously, as a special agent and an undercover coordinator and supervisory special agent in the FBI’s largest field office, New York City, Neil was actively involved in and managed numerous investigations including, insurance/mail fraud, money laundering, labor racketeering, organized crime and federal civil rights violations. Neil was assigned to the investigation of organized crime control of waterfront commerce in Miami and New York, which resulted in the conviction of labor union officials, shipping executives, organized crime figures and ILA officials. 

In 1993, Neil was awarded the FBI Shield of Bravery and the FBI Star by the Director of the FBI, in connection with his actions while arresting members of a violent truck hijacking gang.

Neil has extensive experience testifying before state and federal grand juries and in U.S. District Court and New York State criminal court. While at the FBI, he frequently lectured and provided instruction on sensitive operations and investigative development. He is also a former adjunct professor at St. John’s University.
