Executive Summary

Dave Scott is a Managing Director for Integrated Program Management (IPM) and Earned Value Management (EVM) solutions. He has more than 25 years of experience with both government and commercial customers in the implementation of systems and methodologies to improve management processes. Dave has extensive experience designing, implementing and supporting compliant IPM/EVM systems for both the U.S. government and government contractors. In addition, he has provided EVM system assurance services supporting government contractors’ compliance with the American National Standards Institute/Electronic Industries Alliance (ANSI/EIA) 748 standard. He provides a unique perspective gained through his work directly supporting government agency and Department of Defense (DOD) programs for the surveillance of contractors’ EVM reporting and EVM systems.
Dave supports several government and industry committees that are developing guidelines for the use of agile development methodologies for government programs and the implementation of EVM, including the Office of Secretary of Defense (OSD) Performance Assessment and Root Cause Analysis (PARCA) EVM division committee, as well as the Government Accountability Office (GAO) expert committees on project scheduling and cost management. He also supports the National Defense Industrial Association (NDIA) Integrated Program Management Division (IPMD) subcommittee on agile development and EVM. Dave frequently presents at conferences and training workshops on a variety of related industry topics.
Dave leads BDO’s IPM/EVM solutions practice supporting government contractors and nonprofit organizations that have a contractual requirement to implement project controls processes using earned value management. In addition, Dave has extensive experience supporting the complete federal acquisition lifecycle:
  • Solicitations with Federal Acquisitions Regulations (FAR) and Defense Federal Acquisitions Regulations Supplement (DFARS) EVM reporting requirements  
  • Design, implementation, training and ongoing support of EVM systems
  • Certification and surveillance of EVM systems to ensure continuous compliance with FAR and DFAR requirements
