The California Consumer Privacy Act (CCPA) came about because California consumers demanded that they have a say in the proliferation of their data, particularly when it is shared or sold to companies where they do not have a relationship. To circumvent a ballot initiative championed by a group of California consumers, the California legislature created a law with provisions strong enough to satisfy the consumers, yet able to appease businesses. Nevertheless, the consumers’ influence is reflected in the characteristics of CCPA, not previously seen in other privacy laws.
