A new round of audits and investigations into government contractors happens every year and is widely recognized as the cost of doing business. This year, with its massive incurred cost backlog behind it, one of the Defense Contract Audit Agency’s (DCAA) new year’s resolutions was a reallocation of resources to focus more on Truth in Negotiations Act (TINA) audits. Though TINA has been around for decades, pursuit of pre- and post-award pricing audits has languished with the DCAA otherwise distracted. But with the anticipated resurgence of these audits -- and the accompanying risks of defective pricing and estimating system deficiencies -- it’s time to revisit this old favorite under today’s new regulatory and enforcement environment.
